Mr. Burns is the CEO of SigInnovation, and IT company specializing in large scale commercial and public sector software systems across the country.  Prior to this role, under his leadership, he was the President of the CIBER Company’s State and Local Government Division manages nationwide   support services for human services engagements, transportation, integrated justice solutions and finance and administration.  Burns is directly responsible for opening 15 CIBER offices located in state capitals. His group is currently serving over 200 local governments, 48 state governments, and 600+ state agencies.  CIBER’s State and Local Government Solutions Technical Centers of Excellence – Homeland Security, electronic content management, eGovernment and accessibility – also report to Burns. CIBER boasts significant offices in many of the State capitals, with relationships that span over 25 years and a client retention rate that exceeds 93%.   Mr. Burns works as an advisor to the Center for Competitive Government of Temple University’s Fox School of Business and Management.  Recognizing the success of the conferences and realizing the ongoing need for knowledge and constructive dialog, Temple University is forming the Institute for Government and Technology (the “Institute”).  Mr. Burns has been selected as one of the founding board members of the Institute.  He is a frequent speaker and panel expert at industry seminars, roundtables, vendor and client events and conferences, including the National Association of State Chief Information Officers (NASCIO), and the American Public Social & Health Administration (APSHA). He is a graduate of Roosevelt University with a Bachelor’s degree in Computer Science. He resides in Chicago with his wife, Tracey, and their three children.
